Where to buy luxury bags as a tourist

After tax refund and FX, the same handbag varies 15-25% in price across major luxury capitals. For high-ticket Hermès and Chanel, the savings cover a return flight several times over. Here's how the math works.

VAT and tourist tax refund — the basics

European countries charge 20-22% VAT (value-added tax) included in shelf prices. Non-resident tourists can claim back most of that on departure — typically 12-13% net after operator fees (Global Blue, Planet). The UK ended its tourist refund post-Brexit, which made it 12% more expensive for non-residents overnight. The US has no federal VAT (only state sales tax, not refundable). Japan offers 8% refund on its 10% consumption tax. Hong Kong and Singapore have minimal/no VAT.

Things that complicate the math

  • FX volatility. Japan looked 30% cheaper in 2023-24 because of yen weakness. Some of that has corrected.
  • Allocation, not just price. Cheaper in Paris on paper, but if you can't get the bag without a client history, the price doesn't matter.
  • Refund operator fees. Global Blue takes ~5% of the VAT amount; cash refunds at airports take more. Direct credit-card refunds via tax-free Planet often net more.
  • Customs on return. Above the duty-free allowance in your home country (typically $800 in the US), you owe import duty. Big-ticket purchases need to be declared.
  • Time. Travel costs and time matter; for a $1,500 purchase, the math rarely works. For a $25k Birkin, it pays the trip.

Strategy summary

  • If you can obtain in Paris/Tokyo, do it — savings are real.
  • Avoid London for buying (Brexit). Sell in London if you ever resell — UK has strong secondary demand.
  • Dubai is mid-tier on price but mid-tier on accessibility too.
  • For pieces below $5,000, the math rarely justifies travel. For Hermès quota bags ($15-30k+), it always does.
